Dr. Anup Kumar Srivastava was known as upright, sincere, hardworking, dynamic, bold and a decisive officer during his 35 years of service as Gr. A officer with Government of India. He is known for fight for the Justice and Truth and has always stood against injustices to his peers. Dr. Anup did his B.Sc., M.Sc. & LLB. from Lucknow University. He was awarded Ph.D. in “Chemical and Immuno-Chemical Studies in Filariasis”.
He got green card of USA and postdoctoral fellowship in School of Medicine, Chappel Hill, North Carolina, USA and left for USA after writing Civil Service Main Examination. He passed the written exam and was called for interview. His patriotism brought him back to India from USA leaving aside lucrative Post-Doctoral Associate in Immunology and US Green Card to serve his own country. He got selected in Indian Revenue Service (C&CE) Gr A, GOI based on interview held in 1984. He has done Leadership programme from IIM ShillongHe got superannuated from the post of Principal Addnl. Director General, Indirect Tax and Customs, GOI (Addl. Secretary, GOI / Lt. General level).
He has worked as Secretary to Minister of Industries, Government of India, New Delhi, from July, 1991 to November, 1991 and has dealt with development and policy matters of Industry Ministry including the confidential matters at the highest level of Governance. He was part of the team responsible for first Economic Reforms and Liberalization initiated during that time. He was given Commendation Certificate by the Minister.
He is known as an achiever and an officer who can turn sluggishness to growth. As Commissioner of Central Excise, Delhi in the year 2010 & 2011,the revenue collection in Gross terms was enhanced by Rs. 152 Crore more in Yr.2010-11, over the revenue realized in 2009-2010 (50% hike) in spite of economic slowdown and closing/shifting of several units in Delhi. Similarly, during the period from April 2011 to Dec.11, the revenue collection of Rs. 186 Crore more was made in net terms over revenue collection of Rs.297 Crore during the same period in the previous year. (60% hike).
Similar increase (i.e 50% to 100%) in Revenue realization, anti-evasion, audit and recovery of arrears was performed while working as Commissioner, Customs & C. Excise, Meerut having jurisdiction over western UP & Uttarakhand from 2008 to 2010.The growth in revenue was achieved by making the assesses aware that for the honest Tax-payer, the Deptt.was no more a tax collector, but a facilitator, where the assesses become partner in the National growth and Development.
The revenue realisation is important for the government as the revenue realised is used for thedevelopmental and social welfare activities. However, the revenue needs to be realised with soft hand not by tax terrorism or by enhancing the tax rates leading to price rise of diesel / petrol and other commodities causing distress to common man. The revenue earned can be increased by simplifying the tax procedures, tax structure, better financial management and facilitating the trade. Being judicious in nature, he has served as Commissioner (Appeals) judiciously for seven years and brought the appeals pendency to nil during his tenure.
